Bộ trưởng Giáo dục: Hy sinh cả đời, về hưu nhận 1,3 triệu sống sao nổi

Ông Phùng Xuân Nhạ, Bộ trưởng GD&ĐT cho biết đã gửi kiến nghị xem xét trường hợp cô Lan (ở Hà Tĩnh) nhận lương hưu 1,3 triệu đồng sau hơn 30 năm cống hiến cho ngành giáo dục.
Sáng 30/10, trao đổi với báo chí bên hành lang Quốc hội về trường hợp của cô Trương Thị Lan (ở huyện Cẩm Xuyên, Hà Tĩnh) nhận lương 1,3 triệu đồng/tháng khi về hưu, Bộ trưởng Giáo dục và Đào tạo (GD&ĐT) Phùng Xuân Nhạ cho biết đã có đề xuất với Bộ Nội vụ.
Theo ông, đây không phải riêng cô giáo mầm non, một mình cô Lan mà là thực trạng phổ biến của các thầy, cô vì thang bảng lương trong giáo dục thấp so với yêu cầu, nhất là yêu cầu đổi mới.
"Bộ đã làm việc với Bộ Nội vụ phải có đánh giá một cách công bằng khi các thầy đảm nhận các nhiệm vụ, yêu cầu đổi mới thì chế độ đãi ngộ phải phù hợp mới tạo động lực", ông Phùng Xuân Nhạ nói.
Theo ông Nhạ, trường hợp của cô Lan khiến ông rất trăn trở. Bộ đang làm việc với Bộ Nội vụ, Tài chính để đưa bảng lương của thầy, cô giáo vào Luật Giáo dục, xứng đáng với yêu cầu, nhiệm vụ.

"Nhìn cô ấy khụy, ngất, mình làm việc thì bảo hiểm xã hội trả lời là làm đúng theo quy định. Nhưng thực tế về mặt con người, các thầy, cô hy sinh gần như cả đời, giờ về hưu được 1,3 triệu đồng thì sống sao được?", Bộ trưởng GD&ĐT chia sẻ.
Nói về việc có hồi tố trong vụ việc này hay không, ông Nhạ cho rằng vấn đề pháp luật còn bất cập thì phải sửa, những vấn đề khác còn liên quan đến nhiều luật khác như luật bảo hiểm, tài chính thì Bộ GD&ĐT kiến nghị. Trường hợp như cô Lan phụ thuộc vào các bộ, ngành cho ý kiến nhưng tinh thần có lợi nhất cho các thầy, cô.
Về thực trạng này, con số cụ thể đang được thống kê nhưng ông Nhạ khẳng định là không ít, nhất là các cô giáo mầm non - những người một thời rất dài nhận lương khởi điểm thấp.
"Đây là vấn đề ưu tiên sao cho chế độ làm việc gắn với đãi ngộ mới tạo được động lực. Có động lực thì phải có chế độ phù hợp, phải có thu nhập để yên tâm chứ không hô hào", Bộ trưởng Phùng Xuân Nhạ nhấn mạnh.

Sáng 30/10, trao đổi với Zing.vn, lãnh đạo UBND tỉnh Hà Tĩnh cho biết đã giao Sở Nội vụ xác minh làm rõ trường hợp của cô Trương Thị Lan.
"UBND tỉnh đã giao đơn vị chức năng xác minh làm rõ. Trường hợp cô Lan cống hiến như thế nào, đóng bảo hiểm ra sao. Việc này cần căn cứ vào các quy định pháp luật", vị này nói.
Cô Trương Thị Lan cho biết 1980 bắt đầu dạy trẻ ở trường Mầm non Cẩm Duệ (huyện Cẩm Xuyên, Hà Tĩnh), nay là trường Mầm non Lê Duẩn. Ngày ấy, lương không nhận bằng tiền mà bằng thóc, gạo của phụ huynh
Năm 1995, lương giáo viên mầm non được nhận bằng tiền, với 450.000 đồng/tháng, tăng dần theo các năm.
Năm 2003, giáo viên bắt đầu phải đóng bảo hiểm xã hội bắt buộc. Để đảm bảo điều kiện hưởng quyền lợi cho giáo viên sau khi nghỉ hưu, phía bảo hiểm xã hội đã có chính sách cho đóng bù thêm 8 năm bảo hiểm thời gian trước đó (từ năm 1995-2003) để đủ thời gian tối thiểu 20 năm cho việc hưởng quyền lợi.
Từ năm 2014, cô chính thức vào biên chế, tiền lương được tính theo hệ 3,46, mỗi tháng nhận hơn 5 triệu đồng. Tháng 9 vừa rồi, cô nhận quyết định nghỉ hưu với mức lương hưu 1,3 triệu đồng/tháng.

Những ai đang có ý định mua iPhone X sẽ phải chấp nhận nguy cơ chi nhiều tiền sửa chữa nếu làm hỏng màn hình.
Theo MacRumors, iPhone X sẽ có chi phí thay thế màn hình lên đến 279 USD, hơn gấp đôi so với mức 129 USD của iPhone 6 và đắt hơn 65% so với màn hình iPhone 8. Giá này cũng đủ để mua một chiếc iPhone 6 đã qua sử dụng.

Màn hình iPhone X sẽ khiến những người dùng kém cẩn thận tốn tiền sửa chữa. 
Chưa dừng ở đó, với những lỗi hư hỏng không thuộc diện bảo hành, người dùng phải trả mức giá lên đến 549 USD, vượt xa iPhone 8 (349 USD0 và iPhone 8 Plus (399 USD). Do đó, nếu bạn không may làm nứt màn hình iPhone X, cách đỡ tốn kém nhất là "sống chung" với nó.
Để thay màn hình, Apple phải đặt mua tấm nền OLED từ Samsung và linh kiện này không hề rẻ do phải cắt theo hình dạng "tai thỏ" cho phù hợp với iPhone X chứ không hề có sẵn.
Đó là cái giá phải trả cho nhu cầu "khác biệt", hay đòi hỏi iPhone phải "cách mạng" mà cả thế giới áp lên vai Apple.

Những người kinh doanh iPhone tại Việt Nam bắt đầu "tuyển quân" xếp hàng ở Apple Store.
Gần một tuần nữa, iPhone X chính thức lên kệ tại nhiều quốc gia. Ở Đông Nam Á, Singapore vẫn là nơi đầu tiên bán ra model này. Để chuẩn bị "săn" iPhone X, nhiều người kinh doanh iPhone ở Việt Nam đã bắt đầu rao tuyển người xếp hàng.
"Mình cần tuyển 4 bạn đi Sing chuyến này, từ 31/10 đến tối 3/11. Quyền lợi là được bao vé máy bay và trả công 3 triệu, không tính chi phí ăn uống và đi chơi. Xem như đây là dịp được đi Sing chơi với giá rẻ. Xếp hàng trong vòng 3 ngày, ban ngày chia nhau đi chơi, ban đêm về ngủ trước Apple Store", Trần Duy, một người chuyên kinh doanh đồ điện tử ở quận Phú Nhuận, TP.HCM viết trên Facebook.

Tương tự, trên một số diễn đàn chuyên mua bán của người Việt tại Singapore, số lượng các bài đăng thu mua lại iPhone X đủ phiên bản cũng đã xuất hiện nhưng không tiết lộ giá mua vào. Trong khi đó, một số đầu mối rao giá iPhone X trong ngày 13/11 (hạn giao hàng cho những ai đặt trước qua mạng) bằng giá gốc cộng thêm 300 SGD (khoảng 5 triệu đồng). Nếu chờ đến ngày 28/11, mức chênh lệch giảm còn 80 SGD (1,3 triệu đồng).
Nguyễn Minh Vân, một người Việt đang sống ở Singapore, cho biết khả năng mua được iPhone X trong ngày đầu mở bán (3/11) khá khó khăn vì số lượng máy không cao. Vân cho biết các đầu mối bán sang tay tại Singapore trong ngày này ra giá 39-44,5 triệu đồng/chiếc cho bản 256 GB, nhưng hầu hết là màu trắng.
Vì Apple chưa có cửa hàng ở Việt Nam, các nhà bán lẻ như Thế Giới Di Động, FPT Shop... thường bán iPhone X trễ hơn thế giới cả tháng. Muốn có sớm iPhone X, fan táo khuyết ở Việt Nam phải tốn tiền bạc, công sức hơn nhiều so với các thị trường lớn.
Con đường ngắn nhất cho các iFan Việt là mua vé máy bay sang Singapore, đến Apple Store trên đường Orchard để xếp hàng sẵn, "chiến đấu" với hàng trăm người chờ chực sẵn ở đó. Hoặc tản ra những cửa hàng bán lẻ của EpiCentre, Nubox... tìm vận may. Tuy nhiên, đa phần những người Việt xếp hàng mua iPhone ở Singapore nhằm mục đích kiếm lời. 
Nói với Zing.vn, Đ.T - một người chuyên kinh doanh iPhone ở Hong Kong cho biết có khả năng iPhone X được tuồn ra ngoài sớm ngay trong đêm 2/11 và mang về Hà Nội sớm, nhưng đi kèm với mức giá "trên trời" và không được phép kích hoạt sớm. 

Hàng chục người Việt đến Apple Store trước 3 ngày để mua iPhone X

Dù đến 3/11 iPhone X mới lên kệ, nhưng nhiều người Việt đã có mặt trước Apple Store ở Singapore ngay từ hôm nay (31/10) để có suất mua sớm.
"Số lượng đã lên đến 40 người, nhân viên Apple Store nói nếu trên 50 người họ sẽ căng dây để xếp hàng chính thức. Chắc cửa hàng này mới khai trương nên họ cũng muốn gây chú ý và ồn ào", anh Trần Hoàn, một người kinh doanh iPhone tại TP.HCM, cho biết.

Nhiều người đã có mặt trước Apple Store, Singapore để chờ mua iPhone X.
Nói với Zing.vn, Võ Trọng Nghĩa, đến từ TP.HCM, cho biết anh là người đầu tiên xếp hàng ở đây từ 26/10, sau đó có thêm nhiều người Việt nữa đến cùng. Nhóm trước chốt số lượng với những tốp sau để tự bảo vệ nhau, phòng trường hợp những người khác chen ngang, xảy ra mâu thuẫn như năm ngoái. Đến lúc này, có khoảng 10 nhóm người Việt chờ sẵn trước Apple Store.
Động thái này gây bất ngờ cho nhiều người Việt chuẩn bị lên đường sang Singapore mua iPhone X. Nguyễn Hồng Duy, nhân viên một cửa hàng ở quận 10, TP.HCM cho biết anh đặt vé ngày 1/11, nhưng với tình hình này, có thể nhóm anh không còn chỗ để xếp hàng. Duy và nhóm của mình đã tính đến phương án chia nhau đến các đại lý ủy quyền khác của Apple, hoặc chấp nhận mua sang tay với giá cao.

Những năm trước, người mua iPhone đến từ Việt Nam thường xếp hàng trước 2-3 ngày. Sau đó, họ tự lập danh sách để thống nhất thứ tự, nhưng thường diễn ra tranh chấp, cãi vã giữa các nhóm. 
Apple Store ở Singapore chính thức khai trương vào 10h sáng ngày 27/5, và hoạt động đến 22h đêm mỗi ngày. Đây là cửa hàng Apple đầu tiên ở Singapore và khu vực Đông Nam Á. Trước đó, iPhone ở Singapore chỉ bán qua các đại lý uỷ quyền như Epi, Nubox hay nhà mạng Singtel, M1, Starhub.

Tương tự các Apple Store trên thế giới, cửa hàng ở Singapore cũng có hai tầng. Tầng trệt là nơi trưng bày các sản phẩm. Tầng trên là nơi các nghệ sỹ Singapore tổ chức các show diễn ngắn "Today at Apple".
Tính đến tháng 4/2017, Apple có 495 cửa hàng bán lẻ tại 20 quốc gia. Điều đáng ngạc nhiên là đến nay, hãng mới mở cửa hàng chính thức đầu tiên tại Đông Nam Á.

Professor Stephen Hawking's PhD viewed two million times

Stephen Hawking's PhD thesis was accessed more than two million times within days of it being made available to the public, it has been revealed.
Prof Hawking's 1966 work proved so popular on the day of its release it crashed the publications section of Cambridge University's website.
More than 500,000 people have also tried to download the paper, titled "Properties of expanding universes".
Dr Arthur Smith, from the university, called the figures "monumental".

"This is far and away the most accessed item we have in the university's Apollo repository," Dr Smith, deputy head of scholarly communication, said.
"I'd hazard a guess that Prof Hawking's PhD thesis is also the most accessed item from any research repository ever. We've never seen numbers like this before."

Prof Hawking wrote the 134-page document as a 24-year-old postgraduate student while studying at Trinity Hall, Cambridge.
The astrophysicist, who has been at Cambridge University since 1962, would later go on to write A Brief History of Time, one of the most influential scientific works ever.
Since it went live at 00:01 BST on Monday, the PhD has been accessed about two million times by about 800,000 unique browsers "from every corner of the globe", according to the university.
The next most read PhD thesis has received just 7,960 downloads in 2017.

Previously, to read Hawking's PhD in full, people had to pay £65 to the university library to scan a copy or physically go to the library to read it.
Cambridge University hopes to encourage its other former academics to make their work available to the public, like Prof Hawking has.
Dr Smith added: "Locking knowledge and information behind closed doors benefits no-one."

Eddie Maher: How I took my family on the run for 19 years

Five years ago a woman walked into a police station in Ozark, Missouri, and claimed her father-in-law was a British fugitive. It was the end of the road for Eddie Maher, who had been on the run - with wife and children in tow - for 19 years. How did one of the UK's most wanted men evade capture for so long?
In January 1993, Securicor driver Eddie Maher sped away from Lloyds Bank in Felixstowe in a van containing £1.2m ($1.6m).
Then he disappeared. Police pursued leads from Cyprus to the Caribbean, but found no trace of Maher - or the money - despite offering a £100,000 reward.
"You can live off the grid in plain sight if you're not silly," says Maher, now 61. "Most people get caught because they are ridiculously extravagant."
He succeeded for nearly two decades, choosing the US because he thought it would be the easiest place to lie low.
"The United States is a huge country and everyone speaks the same language, so you don't stand out," he says.
"Travelling was more comfortable back then. It was pre-9/11 and there weren't as many checks."

The fireman-turned-security-van-driver flew business class from Heathrow to Dallas, a few weeks after the heist, carrying a suitcase with banknotes wrapped in towels and a fake passport in the name of Stephen King.
Maher estimates he had around £125,000 ($160,000), the cut he was given by a shadowy gang that he says pressurised him into committing the crime. (Police have always rejected the claim that he was acting under duress.)
He had sent his partner, Debbie Brett, on holiday to Boston a few weeks earlier with their toddler, Lee. He only explained to her they were on the run when they met at a pre-arranged spot in Dallas airport, he says.
"She wasn't over the moon when I told her but we're a couple. She's my best friend," he says.
"Plus I convinced her she could contact her family after a while."
In fact, Maher knew they couldn't risk contacting loved ones in the UK. He only made one phone call home during his 19 years away - a call to his sick mother, one year after he vanished.
"It was difficult not seeing family, especially for Debbie. Every now and then I'd get a twinge of regret but I made the decision that we were better off over there," Maher says.

After spending a few weeks assessing their options, Maher and Brett settled with their son in Woodland Park, a small town in Colorado. It was far from the tourist trail so the risk of being recognised was low, and as it was growing quickly, new faces were accepted without too many questions being asked.
They paid cash for a four-bedroom house and soon bedded into the community. Proof of address was sufficient to get Lee into nursery and later into elementary school.
They introduced themselves as Stephen and Sarah King. According to their cover story, Stephen was a photocopier salesman from Essex who had sold his business and was deciding what to do next.
They had a well-rehearsed line when people asked about family and friends in the UK.
"We'd say, 'They've already been over and are welcome to visit any time,'" Maher says.
"It never got easier telling those stories. I hated lying every day but we had no choice."

The couple went on hunting and fishing trips with the neighbours, Brett volunteered at the nursery and Maher joined the mountain search and rescue team. He also made friends with people on the local airfield and was given flying lessons in exchange for driving the fuel truck. He later bought his own plane, a Piper Warrior, which he rented back to the flying school.
"I've seen those reality shows like Hunted and I find them quite laughable," Maher says. "Hiding in plain sight is easier."
Maher enjoyed life in Colorado but lived in constant fear of capture. Although his moments of paranoia and anxiety became less frequent over time they never completely went away.
In 1994 Maher and Brett got married under their fake names in Las Vegas, acquiring a wedding certificate in the process - another useful document that would help to confirm their fake identities.

Maher had already taken driving lessons, even though he had driven for decades, to get a licence in the name of Stephen King. He had used that to open a bank account.
In addition, he had forged a California birth certificate for Lee, and applied for a social security card for him so that he could work when he was older. However, he couldn't get Lee a passport. For that he needed a genuine birth certificate, one that could be traced to a birth record in a state ledger.
Another document Maher couldn't forge was a green card, and without one neither he nor Brett could work.
"I tried to find jobs where you didn't need ID, like illegal immigrants do. But there isn't much unless you want to go orange-picking in California," Maher says.
As their funds dwindled, Maher made some money playing blackjack in Las Vegas. The family also moved to a smaller home and sold their plane - and it was when the buyer only paid a quarter of what he had promised that Maher realised it was time to leave.

"When I asked for the money, he said, 'I think there's something shady about you. Maybe I'll call the cops,'" Maher says.
The couple moved hastily to Concord, New Hampshire. At the same time, Maher decided to give up being Stephen King, and hatched a risky plan to assume a different identity.
"My brother, Michael, had married an American years before but had since moved to the UK. I knew he had a legitimate green card and I knew all his details," he says.
So Maher wrote to the authorities as Michael, claiming he had lost his green card. Then he waited anxiously. But no-one raised the alarm and before long he was sent a replacement in the post. Maher then applied for a commercial driver's licence in his brother's name and started work as a lorry driver.
With a steady income now, Maher and Brett settled in to life in Concord. Maher started coaching Little League baseball and in 1997 the couple had another son, Mark. They became friendly with a couple who had a weekend home on a nearby lake, and would often visit.
A year later Maher got a job installing Nielsen TV systems, which are used to calculate ratings for TV shows. He only needed one reference from the UK, which he forged.
The family stayed in New Hampshire for five years. Then came the 9/11 attacks, and neighbours seemed to become more curious about them.
"It got to the point where our friends would joke, 'You must be in the witness protection programme.' I thought that was a sign we'd probably been there too long," Maher says.

He successfully applied for a promotion at Nielsen and the family relocated to Dunedin in Florida. Maher was now in tech support and Brett worked cash-in-hand for a house-cleaning business. They rented a home by the beach and Maher took up golf. They would only visit Disney World off-season, to reduce the risk of meeting British tourists.
After a few more years, and a few more house moves, Maher and Brett decided to settle down permanently. In 2008 they moved to the small town of Ozark in Missouri, where Maher found work as a broadband technician, while Brett got another cash-in-hand job, this time with a property-letting agency.
Despite this, they began running up credit card bills, and Maher ended up declaring bankruptcy in 2010. But even this didn't lead to his exposure. His weak spot turned out to be his own son, Lee.
As a teenager, Lee had begun asking questions about his English relatives and Maher says he began to rebel when he didn't get a straight answer - embarking on a series of short-term relationships, fathering a number of children and regularly getting into trouble.
"My sons had a good upbringing. I taught them to be law-abiding citizens. But when Lee got to the age of being headstrong and stupid that put pressure on us," Maher says. "He was a problem and in the end that's the problem that brought everything to a head."
Lee Maher met and married Jessica Butler but they soon started quarrelling. According to Eddie, a drunken Lee once told Jessica he thought his father was a fugitive. He believes she then searched for his surname online and found old news reports of the Securicor heist, along with the promise of a reward.

On 6 February 2012 she walked into Ozark police station and said she knew the whereabouts of the British fugitive, "Fast Eddie" Maher.
Maher was then told by a police officer that the authorities knew who he was, and the FBI noted his furious response. "Maher told his son they would have to leave again and threatened to kill the person who tipped off police about his identity," reported federal agent Jeffrey Atwood.
But Maher decided not to run. Instead he came clean to his sons. "My real name is Eddie," he said. "And your mum isn't Sarah. She's Debbie."
In July 2012 he was extradited to the UK. Eight months later he was sentenced to five years for theft, but was released in January 2015.
"I don't grumble, I don't say I didn't do the crime. I did my time for it," Maher says.
He is philosophical about spending 19 years looking over his shoulder.
"I don't regret my life in America. My second son was born there and if I hadn't gone through this he may never have been born. It's been my life and we've adapted," he says.
He would like to return to America, this time as Eddie Maher, but his criminal conviction means that this is impossible.
He doesn't want to stay in the UK though, and fancies a place in the sun - Spain perhaps, or Cyprus.
"We'll keep our heads down," he says, "and enjoy a bit of a retirement."
